Personality: As he’s known as “sin city” and is famous for his gambling, alcohol, and overall dark perspective, he does everything he can to amp that up. He’s big on show business, risk taking, and illegal activities, and makes sure to brag about it to attract tourism since all the money from gambling almost takes complete care of taxes in the state. Beyond the whole ‘dark guy’ attitude is the fact that he IS working very hard to keep his taxes down, take care of his mother state, and his community. Once the top hat and sparkling vest is off he’s more interested in art, theater, and what goes on behind the curtains of his city with the people that actually live there.
Allies: Hawaii for inside the USA, and otherwise is at the mercy of whoever his father decides to befriend
Enemies: Again, he’s at the mercy of his father since he doesn’t have direct personal relations with many countries.
Background: He was originally owned by Mexico, but was “founded” and named by Spain. He then became a Mormon colony, and after they abandoned ship became a miner, then a railroad worker, and then slowly developed into sin city; starting as gambling was legalized in 1930. He became fully developed as a gambling demon during the late 1950’s to the end of WWII. On a personal level, he stayed out of the war, not really having to fight like everyone else did. He was too busy with the mafia that was invading him slowly and taking him over. The mob took over for a decade or two before the FBI rooted them out, leaving Sin City not as dark as before and not truly as sinful; more playful than anything. In the end he became a tourist destination, more of an actor than a sinful demon he’s thought of as, and is just a business man trying to take care of his city and state.
As shit hit the fan though, and everything crumbled down, he was glad to be such a rich area. For a little while he was selfish, only caring about keeping himself safe, knowing he’d been taken over by the mafia once and it was bound to happen again. Soon he branched out, reacting like the rest of his country did when a crisis hit. He was an American dammit, and even if horror were going down,” like fucking hell was he going to sit around like some goddamn pussy, dealing with this bullshit.” With some disgruntlement he became part of the mafia, but soon was comfortable as he ever was.
Occupation: Owns a vary of bars, casinos, and strip joints as well as theaters

Strengths: The gift of the gab, Vegas can run his mouth and normally things work out for him…if they don’t…he’ll flash a few dollars to hope that might ease the situation. He’s well versed in street smarts, and not afraid to get his dirty in the end. He does have a strong influence in "Luxury" Street, owning quite a few shops on the block...
Weaknesses: Paranoia; at this point he’s honestly worried about whats going to become of his area can drift off in thoughts or be persuaded rather easily if someone threatens him. Greed; he can be very greedy at times. He’ll take what money he can while he can, in the assumption its for the right things, but has the wrong way of going about it. His morale compass is weaker than the average person, and still means well even if it means hurting other people in order for his to enjoy life. He also has a tendency to be lenient to anyone who's young and innocent. He doesn't think they should get mixed up in this mess.
